Fire Alarms for Flats: What to Plan Before Installation

Fire alarms for flats cannot be chosen safely from a product list alone. A converted house, a purpose-built block and a mixed-use building can have very different fire precautions, escape arrangements and legal responsibilities.
The correct starting point is the building’s current fire-risk assessment and evacuation strategy. Those documents should establish what the system is meant to achieve, which parts of the building it must cover and what residents are expected to do when an alarm sounds.
This guide explains the questions landlords, freeholders, managing agents and property managers should resolve before arranging fire-alarm work in a block of flats or build-to-rent property.
Alarms inside a flat and systems for common areas are not the same thing
It helps to separate two related issues.
Inside an individual rented home in England, the government’s smoke and carbon-monoxide alarm guidance says relevant landlords must provide at least one smoke alarm on every storey containing living accommodation. A carbon-monoxide alarm is also required in a room used as living accommodation that contains a fixed combustion appliance, excluding gas cookers. Landlords must repair or replace prescribed alarms after being told that they may be faulty and finding that they are not working.
The common parts of a building involve a different set of considerations. The Fire Safety Order applies to workplaces and the common parts of buildings containing two or more domestic premises. Government guidance explains that the person or organisation in control—often a freeholder, managing agent or residents’ management company—may be the Responsible Person.
The Responsible Person can employ competent contractors and advisers, but cannot simply transfer the legal responsibility to them. The government’s guidance for Responsible Persons should be read alongside the building’s fire-risk assessment and any building-specific advice.
Start with the evacuation strategy
The first technical question is not “Which alarm panel should we buy?” It is “What is the building’s evacuation strategy?”
Residents may be told to remain in their flats when a fire occurs elsewhere, commonly described as a stay-put strategy. Other buildings may use simultaneous evacuation, where everyone is expected to leave when the alarm operates. The appropriate strategy depends on the building and its assessed fire precautions; it should not be guessed or changed informally.
Government guidance for small purpose-built blocks warns that a common-area fire alarm can be inappropriate where sound compartmentation supports a stay-put strategy. If such a building already has a communal alarm, the guidance says competent fire-safety advice should be obtained because the system or the evacuation strategy may need review.
Conversely, where a stay-put strategy is not appropriate, a communal fire-alarm system may be necessary. That decision sits outside a generic checklist and should be made through competent assessment and building-specific design. What changes the fire-alarm design?
Before an installer can plan suitable work, the project team needs accurate information about the property.
How the building was constructed
A purpose-built block designed around fire-resisting compartments is not the same as an older house converted into flats. Changes made since construction—including new service penetrations, altered doors or reconfigured layouts—can also affect the assumptions behind the original fire strategy.
The height and complexity of the building
Additional duties apply to some medium-rise and high-rise residential buildings. Mixed-use premises, internal corridors, basements, plant rooms, commercial units and unusual escape routes can introduce further considerations.
Who occupies and manages the building
The fire-risk assessment should consider the people who may be at risk and how the building is actually used. Access arrangements, resident communication, testing and fault reporting all need clear ownership.
The existing fire precautions
An alarm system does not operate in isolation. Fire doors, compartmentation, escape routes, emergency lighting, smoke control and resident instructions may all affect the overall strategy. London Fire Brigade’s fire-alarm guidance for property managers stresses that the alarm response, escape route, sprinklers and fire doors need to be considered together.
Questions to answer before requesting quotations
A useful project brief should cover more than the number of flats. Before asking installers to price the work, establish:
Who is the Responsible Person for the common parts?
Is there a current, suitable fire-risk assessment?
What evacuation strategy currently applies?
Is the property purpose-built, converted or mixed-use?
What detection, alarms, panels and records already exist?
Which areas are within the proposed scope: individual flats, communal spaces or both?
Does the fire strategy require any connection between equipment inside flats and a communal system?
Is remote monitoring actually required, and who would respond to alarms and faults?
How will access, testing, maintenance and resident communication be managed?
Are other works planned that could affect compartmentation, cable routes or the fire strategy?
These answers allow competent advisers and installers to assess the same defined problem. Without them, quotations may describe different systems and cannot be compared meaningfully.
Build-to-rent projects need an operational plan as well as equipment
Build-to-rent fire-alarm planning involves more than installation day. The operator needs a practical process for resident information, access, testing, fault escalation, record keeping and any monitoring arrangement required by the strategy.
Monitoring should not be added simply because it sounds more comprehensive. If it is required, the project team should define what signals are transmitted, who receives them, what happens after an alarm or fault and how false activations will be managed. The system design, evacuation strategy and management plan must support one another.
This is also why future maintenance access matters during design. Equipment that cannot be reached, tested or isolated safely is likely to create operational problems later.
Common planning mistakes
Several mistakes can make an otherwise capable system unsuitable:
Copying the specification from another block without checking the fire strategy.
Assuming that every communal corridor needs a sounding alarm.
Adding devices piecemeal without reviewing compatibility and cause-and-effect operation.
Treating alarms inside flats and common-area responsibilities as one undifferentiated system.
Failing to explain the evacuation strategy and alarm response to residents.
Selecting equipment before confirming who will test, maintain and respond to it.
Allowing cable or installation work to compromise fire-resisting construction.
The safest route is to define the risk, strategy and responsibilities first, then design the installation around them.
